How to Put an Army IRR Packet Together
Package requirements to include in your IRR package:
1. IRR Package Checklist Based on Figure B-59 of USAR Pamphlet 600-5.
2. DA Form 4561, Request for Allocation or Addition of Replacement Components. Fully completed and signed by soldier and commander.
3. Your statement/excuse letter and supporting documentation. This is based on the reasons given in AR 140-10.
4. Chain of command recommendation.
5. Compelling personal reason. If the specific reason is not listed in AR 140-10, your OFTS needs a policy exception.
6. Notice of Counseling (DA Form 4856). It’s commander-to-soldier and face-to-face. Do you get a bonus? This advisory should alert you to the termination or withdrawal of the bonus.
7. Notice of Counseling (DA Form 4856). From a career counselor serving a soldier to a soldier; it is also face to face.
Valid reasons for transfer from Troop Program Unit (TPU) to Individual Readiness Reserves (IRR):
As a TPU soldier, you can forward the IRR transfer packet up the chain of command. There is no guarantee that this package will be approved or forwarded to IRR.
If you want to improve your TPU transfer options to IRR, see the valid reasons listed in AR 140-10, Chapter 4, Paragraph 9. If you have sufficient documents and facts to support one or more of these reasons, include them. in your IRR package. This will help you justify the transfer to IRR.
Let’s say your employer suddenly can’t release you from your work schedule to drill… because your absence would adversely affect your employer’s operations. This was not a problem before. Your employer released you for the weekend and you were able to continue your business. When they couldn’t release you, you could reschedule.
Now? Your employer needs you on the days you have to drill to keep the company on its mission. Circumstances have changed since you started working with this employer.
Or you work for a company that is restructuring and eliminating your job. They transfer you to another part of the company. In this new job, you are on call to travel to different parts of the country and your schedule is random. You cannot do the rescheduled training. Your employer cannot exempt you from back-up training without adversely affecting the company’s operations.
These are just two of the many examples of how your employment can become one that makes it difficult to meet TPU requirements.
In your soldier’s excuse letter, provide an objective picture of how your employment schedule makes it impractical to continue working at TPU. Include statements from your employer to support this rationale.
Change of address:
You accept a new job in your company. It will pay you more, it’s something you enjoy doing, and it means moving up in your civilian career. Catch? You have to go somewhere that is two days away from the nearest army reserve center. Your employer cannot give you enough time to get to and from the nearest Army Reserve unit.
In this scenario, you are a TPU soldier who cannot drill with any army reserve unit.
Or you get a promotion that is sent overseas. Your work location is a long flight from the nearest Army Reserve Center.
If you want something like this, you could submit a package to forward to the IRR. Include work orders, employment promotion documents, new job description, objective picture of your new job, new residence, etc. in your soldier’s statement of justification.
Compelling personal reasons:
It is a sort of “picture” to cover other reasons not specifically addressed in AR 140-10.
What you think is a very good reason for a transfer may not be what the Army thinks it is. You have to see it from your unit’s perspective as well.
You ask them to release you when they have you on the unit during practice and summer training. They have no guarantee that they will get a new soldier. You need to convince them to “unsubscribe” from your IRR package.
Let’s say you’re “burnt out” from exercising. You just want to “sit” the IRR until the “burnout” phase ends. From your unit’s point of view, this is a subjective reason. They could work with you where you don’t have to submit an IRR transfer package.
In this example, your soldier’s cover letter should provide an accurate, objective picture of how your Army Reserve duties are contributing to your burnout. You will need letters from medical professionals to help support your case.
Whatever personal reason you choose, make sure you can provide an unbiased view. Make sure you can provide factual information from experts relevant to your situation.
You also want to demonstrate that there is no other way to “solve” your current problem than to transfer to IRR. Before you do, you need to exhaust the means to solve it with resources that your unit could call upon.
You have completed the TPU part of the contract and are now ready to transfer to IRR:
As of this writing, all those who join the military for the first time signed an eight-year contract. When soldiers first sign a 6-year Army Reserve contract, they don’t just sign for 6 years. Addiction or hardship makes TPU membership impractical:
Let’s say your family situation changes and you need to provide extra care and support to a family member. This family member is someone on your dependent list. You don’t have an alternative care plan…no one else could afford to give up so much of their time and sacrifice their work to help you.
This dependent family member needs your presence. Without you, this family member’s well-being is adversely affected.
Two examples of this category are a “life support” situation and a “direct support provider” situation. In such cases, the family member is unable to take care of himself. A family member needs a soldier’s attention, supervision and direct support to perform basic functions.
This packet should include statements from physicians, social workers, case managers, and other related individuals. Their statement should focus on the nature of the difficulties of addiction and the need to be constantly available to you.
If you are pregnant, you may be able to switch to IRR. You must be MOS qualified and cannot receive ETS for 3 months.
Not selected for saving:
This affects TPU soldiers who have received “official notice of eligibility to retire with 60 years’ pay.” This is a “20 year letter”. According to the regulations, these soldiers are under the Quality Retention Board.
Before this board is convened, the affected soldier receives a “pre-board” packet. The soldier is given a couple of options. If the board removes a soldier from the TPU, which control group would the soldier want to move to?

IRR Transfer Package Tips:
1. Have you entered into an initial contract and the IRR timing follows your TPU timing? As per the rules, you are not required to submit an IRR package until the TPU obligation is met. You can submit your IRR transfer package the day after the “TPU ETS” date.
2. Once you submit your IRR packet, you must drill with your unit until you receive orders transferring you to the IRR.
Don’t just follow what someone in your department says. Some soldiers have stopped drilling after they “finished” their “TPU years” because they thought they were automatically IRR. It was not true, they had to report for drilling.
3. Track your package. If HRC does not receive your package, they may extend your TPU status until the end of your military service. In this case, you will have to drill until the age of 8.
4. If you have outstanding medical issues, these issues must be resolved before you can move to IRR.
5. IRR soldiers still have duties and point requirements. However, instead of IRR, you can consider active standby reserves if you want to temporarily “escape” the TPU.
In the IRR, you must receive at least 50 points in the retirement year.
You do not need to have at least 50 points in your active standby reserves. You keep your military affiliation, but you usually don’t have to maintain a good year. Most people think of IRRs as active standby reserves.
